IF YOU believe what Russia has been saying about NATO and Bosnia over the past week, then relations between the Kremlin and the West are at their lowest point since the late 1980s. Russia's government has likened NATO's bombing campaign to genocide. Boris Yeltsin says that NATO's planned eastward expansion would "light the flame of war all over Europe". He has also raised the spectre that the Commonwealth of Independent States, the rump of the old Soviet Union, might turn itself into a military block to glower at NATO.
