More than 99% of the 8 million Iraqis who voted in the Oct 1995 plebiscite on Saddam Hussein's rule opted to back Hussein for a new, seven-year term as president. The election is seen by experts as Saddam's effort to retain his people's support in the face of the international trade embargo.
