In 1973 the United States Congress made a national commitment to the protection and recovery of endangered species. The commitment was neither accidental nor casual. The Endangered Species Act (ESA) followed nearly a decade of unsuccessful federal and state programs that failed even modestly to minimize the effects of federal and private development on even the most well-identified and endangered vertebrates.
