The nature of the danger nuclear proliferation in the Middle East would pose depends on at least two factors: political circumstances and the rate of the spread of nuclear weapons. Currently the Middle East is experiencing a struggle between the 'old' and the 'new,' with the former posing a greater threat if nuclear weapons became widespread. Rapid horizontal spread of nuclear capabilty to many nations would be destabilizing, but rapid vertical spread, meaning increases in a given nation's stocks, could be stabilizing.
