Consolidating steps for disarmament: the United Nations' growing role in arms control.

The UN Charter is sparing in its provisions for disarmament, perhaps due to certain lessons from the League of Nations. In practice, however, the UN has been very active in pushing for disarmament. Its special sessions and resolutions on disarmament have formed the framework on which multilateral agreements and conventions have been negotiated and concluded. UN Secretary-General Boutros Boutros-Ghali's initiatives on disarmament issues are described.
