Editor's Note: Defense Secretary Gates recently called for a build-up of American "soft power" instruments in order to better combat the long-term threats we face from Islamic extremists. In this essay, a frequent American Diplomacy contributor argues that such a build-up by itself is insufficient to address these challenges successfully. What we need, he maintains, are new structures and strategies for waging "irregular warfare," a state of conflict that is neither war nor peace. -Ed.
