Pres. Bill Clinton urges the Central Intelligence Agency (CIA) to face the challenges of the post-Cold War era. He encourages the men and women of the CIA to cooperate with other intelligence agencies to eliminate duplication and minimize the impact of the declining budget on military intelligence. He also praised the CIA for providing the government with vital information which enabled it to deal with critical situations, such as Gulf War and the war against a Colombian drug cartel.
