The Louvre Museum in Paris, France was obliged to publicize its policies on art restoration when it was accused of mishandling paintings that it had acquired from nations France had conquered in 1793. The museum even invited a group of artists and chemists to supervise the restoration of Raphael's 'Madonna di Foligno.' The group published a report detailing the methods used in the restoration to satisfy questions on how restoration might not preserve but only alter a great work.
