SCOTS got to know Michael Forsyth well when he was a junior minister at the Scottish office. Rather too well, as far as most of them were concerned. Mr Forsyth was seen as Margaret Thatcher's enforcer, one of those public-sector-bashing right-wingers with an effortless ability to offend the natural instincts of the Scots. They celebrated up and down the Highlands and Lowlands when he left the Scottish Office in 1992 after five years. And when, in July, after three years' obscurity in the employment department and the Home Office, John Major sent him back as secretary of state ...
