Intelligence officials are becoming increasingly concerned over the changing nature of suicide bombing. Nearly half of all suicide attackers are now women and children, and security forces are having difficulty mounting an effective defense against them. Suicide bombing, which has become the weapon of choice for many terrorist groups, was unknown prior to 1983, when the tactic was developed by Hezbollah.
