The Eugene City Council is right in sensing that the time isn't ripe for taking a proposal for a new City Hall to the ballot. Voters would not support the project if they believed that the city should attend to other matters first. So the council tentatively has decided to go to the voters next year with a proposal to raise taxes for street repairs, and wait until 2010 before bringing forth a bond measure for a new City Hall.
