Political, cultural and economic factors slowed down the post-World War II integration movements in Western Europe. These factors include the rise of Japan as an economic power, the gradual weakening of American world leadership and the collapse of the former Soviet Union. However, European integration is inevitable as Germany strengthens its leadership and forges economic ties with Russia and Central Europe. Despite cultural and political differences, economic blocs will emerge in Asia, North America and Europe.
