Earlier this summer, 40 Catholic bishops sent a statement to the Vatican that calls for sweeping changes in the way the church does business.

The first charge _ and perhaps the most important _ is that the Vatican does not communicate well with its national conferences of bishops. Rather than dialogue, the bishops get manifestos; rather than friendly cooperation, the bishops get mandates.
