SAN FRANCISCO -- Arno Hesse has been promoted to executive vice president of retail market segment management at Union Bank of California, N.A. In that role, he oversees the development and implementation of financial products for consumers and small businesses. He also manages new marketing and sales programs targeting retail and small business customers. Hesse reports to Chief Operating Officer Philip Flynn.
