The Montreal Protocol to cut ozone-depleting chemicals is 20 years old this year. But, as heads of more than 80 countries, including some of the biggest greenhouse gas emitters, met at the UN, to be told by the Secretary General that they are not doing enough to tackle man-made climate change, have they got it all wrong? Should they be looking to the Montreal Protocol for inspiration?
