Pres. Bill Clinton issued a proclamation implementing some of the provisions of trade agreements entered into as a result of the Uruguay Round of multilateral trade negotiations. The proclamation includes Clinton's decision to accept the agreement establishing the World Trade Organization. He reserved the right of his office to order the continuance or modification of any existing duty.
