Sep. 30--The Bush administration has decided to hold the Israel-Palestinian conference, which the White House announced in July, at the US Naval Academy in Annapolis, the capital of Maryland.

If Washington is able to overcome diplomatic obstacles, representatives of other Arab countries will probably be invited to what will likely be President George W. Bush's last, and possibly most dramatic, effort to breath life into the Middle East peace...
