TEHRAN -- The biggest grass-roots refinery being built anywhere in the world is slowly taking shape at the Iranian port of Bandar Abbas.
The 232,000 b/d plant, which originally was scheduled to come on stream in March 1993, is now about 65% complete, with start-up due in March 1997. Officials attribute the delay to problems with credit facilities related to fluctuations in the dollar and yen currency markets.
