Nov 16, 1994 was the day that the law officially went into force. By the end of Jan 1995, 72 nations had accepted the convention. The benefits of the regulation of the sea and its resources to the world body of nations is discussed. The on-going tasks of Sec-Gen Boutros-Ghali were outlined.
