Saif al-Islam, the son of Libyan leader Muammar Qaddafi, has called for political reform in the country; including the adoption of a new constitution and the establishment of an independent central bank and a free media.
However, his speech has provoked a sceptical reaction from political observers. While it is likely that Saifal-Islam has only been allowed to propose political reform because he has received backing from his father, observers say there is little hope of any progress being made without a more explicit endorsement from the leader.
