Sep. 5--The Missouri Supreme Court reinstated Missouri's campaign funding limits then told the Missouri Ethics Commission to decide whether money collected by candidates during the interim period should be returned to donors.

This is a hot potato. No matter what the ethics wizards decide, they will anger some of the candidates, a group not known for sweetly accepting negative news about their campaign coffers.
