EU: POLAND SUCCEEDS IN DELAYING INSTITUTIONAL REFORMS.

BUDAPEST, Hungary, Aug. 15, 2007 (IPS/GIN) -- The European Union has agreed on a plan to reform itself institutionally, making it easier for pro-integration countries to cooperate closely among themselves and leave more reticent states behind.

This arrangement has caused concern for leaders such as German Chancellor Angela Merkel, who fears that the EU may develop at two speeds.

In addition, Brussels is beginning to understand that it will have to get used to tough opposition from some Eastern European member states.
