Western Cape and Gauteng are failing to spend their vital capital expenditure budgets - even as infrastructure backlogs grow.

Johann Stegmann, head official of the Western Cape provincial treasury, told the select committee on finance yesterday that the Western Cape faced a R15 billion backlog in basic infrastructure, which would cause serious problems in three or four years if not addressed.
