EGYPT is speaking in an unmistakably loud voice these days. More often than not, it is saying "No".

In terms of numbers, military strength, diplomatic reach and cultural influence, Egypt is the natural heavyweight of the Arab world. Yet, under President Hosni Mubarak, it has long been a deferential giant, manoeuvring in the background to soothe jittery neighbours. Until recently, it carefully avoided controversy with its American patrons.
