The laws of Missouri are public records of Missouri.

That doesn't seem like a very startling conclusion, but it took more than a year of litigation to establish that principle in court and the state is still fighting it.

The case in issue, Deaton v. Kidd, involves an important emerging legal issue - the extent to which members of the public may share access to electronic government records on the same terms as apply to paper records. And the case takes as its subject matter perhaps the most basic of all state records - its statutes.
