U.S. Sen. Charles Schumer will introduce a bill amending a 2005 federal act that he says allows the New York Regional Interconnect utility company to circumvent state scrutiny in its plans for a high-voltage power line that would run through Madison and Oneida counties.
The bill, which could be discussed by federal lawmakers as early as September, gives states more authority to review and deny such proposals, and limits federal energy regulators' authority to grant eminent domain on private property for new power lines. Also, if a state ...
