Abstract: This paper is based on a scoping study which was prompted by a concern that current dominant policy discourse of the welfare state in Australia leads to the idea that religious institutions could be responsible for welfare on a case by case basis. The policy discourse is one of social order and individual self care, rather than one of social justice.
