BAKU, Azerbaijan _ At the turn of the century, half the world's oil supply spurted out of the ground here, and capitalist oil barons built opulent mansions.

Communism chased out the oil barons and the mansions grew shabby, but now the capitalists are back: Western businessmen are rushing to the exotic city of Baku in droves.

They've been arriving ever since the Azerbaijan government signed what some are calling the ``oil contract of the century'' on Sept. 20 with a consortium of oil companies led by American and British firms.
