AURORA -- Fire Chief Casey Jones' abrupt departure last month was cloaked in administration statements that he was retiring for his own good, that of his family and the department as a whole.

Jones' decision short-circuited an investigation into allegations that he had an affair with his legal adviser and golfed on city time, his bosses acknowledged. What they didn't say publicly was that Jones, 58, had long since lost the confidence of his firefighters and morale was at an all-time low.
