May 15--The Republican challenging Mayor Michael B. Coleman promised yesterday that he'd present a redevelopment plan for City Center Mall on his first day in office and get it under way during his first year.

William M. Todd accused Coleman of idly watching the departure of shops and shoppers from the once-popular Downtown center. The mall's latest blow came last month when Limited Brands decided to close its last four stores there.
