WASHINGTON -- While the IRS rules governing enterprise zone bonds are workable, other parts of the law that created the zones must be clarified to help small businesses invest in the targeted areas, bond lawyers said yesterday.
The Internal Revenue Service "did try to address many of the points we made" by clarifying the statute, said Linda Schakel, one of a group of American Bar Association members who gave detailed comments on the bond provisions of the enterprise zone law to the Treasury when the department was preparing the bond rules last fall.
