The Treaty of Paris of 1783 ended the American Revolution and granted to the newly created United States the lands between the Appalachian Mountains and the Mississippi River. The following year, Congress passed an ordinance, prepared by Thomas Jefferson, that proposed the creation of ten new states. Jefferson even named the future states.
