Apr. 12--Portland auto dealer Ron Tonkin spent nearly two years and at least $100,000 in hopes of selling Mercedes-made Smart cars. Now, it looks to Tonkin as if his trailblazing will benefit not him but a cross-town competitor, leaving the 75-year-old "bitterly disappointed."
