In an effort to encourage annexation into the district, the Gail Borden Library District Board on Tuesday changed a policy that now requires residents living right off the district's borders who want to use the library to be taxed for the service.

Those people - now about 13 residents - now pay for a "fee card" at the same price that they would be taxed anyway, said Carole Medal, the library's director.
