WORCESTER - Nonunion construction workers are being shut out of the $563 million CitySquare downtown redevelopment project in violation of federal rules, according to a group that represents open-shop construction companies in Massachusetts.
The Merit Construction Alliance, which represents more than 70 nonunion firms, sent a letter to a top federal commerce official last week alleging that CitySquare developer Berkeley Investments of Boston is running afoul of an executive order signed by President Bush in 2002.
