Mar. 12--Rochester's Mr. "Win-win" is calling it a career.
Roy Sutherland guided the city's Park and Recreation Department through a 16-year period of mostly rapid growth. He did it, in large part, by getting outsiders to help with park projects, whether contributing money, labor or moral support.
Hence, Sutherland's trademark phrase, "win-win."
