American historians continue to differ about whether the politics of the politics of the founding era were fundamentally elitist or democratic in character. While both state-focused and national studies have appeared over the years, few analyses have attempted delineate how state politicians became integrated into the new national government. This article address this lacuna in the literature through a systematic examination of the New York delegation to the first six congresses.
