Feb. 25--TRACY -- When Charles E. "Roxy" Hudson became Tracy's fire chief in 1919, the Fire Department was a volunteer operation that relied on two hand-pulled carts to carry hoses. During his 34-year tenure, Hudson helped update the department and oversaw it as it grew to include five trucks.
