Feb. 16--FRANKFORT -- With the 2007 governor's race serving as a backdrop, the state House yesterday approved a constitutional amendment aimed at limiting Kentucky's top executive's pardon powers.

The House voted 71 to 26 with three others not voting -- more than enough for approval of the constitutional amendment, which needs 60 votes in that chamber. It now moves to the Senate, where it needs 23 votes to pass before going on to the voter...
