Feb. 7--Robert Moses was a man of many titles, but the epithet that stuck was "master builder," a curiously medieval-sounding phrase for a modern technocrat. From Jones Beach, his achievement looks majestic: He beautified a vast tract of coastal wilderness, preserved it from a plague of condos and turned it over to the people for the sole purpose of furthering their fun. From the fume-laced canyon bottom of the Cross-Bronx Expressway, he seems more monstrous: the man who cleaved the borough with a highway big enough to pulverize ...
