Feb. 1--PAUMA VALLEY -- Imagine winning the legal battle of a lifetime, but not being able to enjoy the fruits of victory.

Five of North County's American Indian tribes are joining with the Yuima Municipal Water District to build a pipeline that will bring them water promised to them under the 1988 San Luis Rey Indian Water Rights Settlement Act.

The tribes -- Pala, Pauma, Rincon, San Pasqual and La Jolla -- had sued the city of Escondido, the Vista Irrigation District and the federal government in the 1960s for diverting the water of the San ...
