Jan. 31--Bob Welsh, a downtown New Bern property owner, has been impressed with the commitment to planning he has seen since he moved here 10 years ago. "New Bern is real lucky that they have people with foresight, and the integrity to actually follow through on plans," said Welsh, who relocated from Annapolis, Md. "Some people come up with good ideas, but never follow through. At least here, they do." He likes the newest idea -- a planned river walk around the waterfront along downtown and its perimeter.
