In the Washington County community of Salem, about $25,000 is earmarked for the Carter's Pond wildlife management program.

It's a small local example of what the U.S. and Canadian governments and ecologists consider a big problem - the alarming decline of waterfowl on the North American continent.

Back in the 1950s, the continent was populated by 100 million ducks and other species of waterfowl. Over the past three decades, the waterfowl population has been reduced by 25 million.
