When Col. J. Walker Benet arrived to assume command of the Watervliet Arsenal on March 11, 1919, he got a rousing welcome.

Twenty years earlier, he, his wife Frances Rose Benet and their three children had spent five happy years there.

During the earlier tour of duty, Benet's baby boy, Stephen Vincent - known by all as "Tibbie" - had been the pet of the arsenal. Tibbie was the youngest child, a "surprise" who came along 12 years after his brother was born.
