Rafael Correa took the oath of office to begin his term as president of Ecuador on Jan. 15, 2007. He laid out plans to reform the Constitution, increase economic productivity, improve social services, reduce the country's crushing debt burden, and further integrate Ecuador into Latin America. One of his first acts was to decree a popular vote on forming a Constituent Assembly to rewrite Ecuador's Constitution.
