During the past one hundred years, political scientists and their learned society, the American Political Science Association (APSA), played an active role in securing a capstone status for the teaching of government in the high school curriculum, promoting it as citizenship education (Mann 1996; Schachter 1998; Niemi and Junn 1998). Toward that end, the APSA's activities included lobbying the state legislators, organizing staff development workshops for social studies teachers, making curriculum recommendations, and writing high school textbooks on government.
