Communities across New York state were watching closely when Binghamton leaders passed a law two years ago that required convicted sex offenders to stay at least a quarter-mile away from parks, schools and day care centers.

Legislators from suburban Buffalo to Long Island waited to see if legal challenges popped up, and they weren't disappointed. A group of anonymous sex offenders, supported by the New York Civil Liberties Union, said the measure unlawfully "banished" them from their homes.
