WASHINGTON -- Why is the District of Columbia Court of Appeals giving William A. Borders Jr. such a hard time about restoring his license to practice law?
The two most obvious answers: (1) Because it can, and (2) because it wants the goods on Alcee L. Hastings. For the 64-year-old Borders, No. 2 is irrelevant; he's pinning his hope on challenging reason No. 1.
