MOURNING the departure of an occupying army that has devastated your country may seem perverse. Yet for the three Baltic states-- Estonia, Latvia and Lithuania--the cloud of Russian troops had a silver lining: it attracted forthright sympathy from other countries, and showed up Russia's bullying in its former colonies. The troops and sympathy will now go; the bullying will stay.
