AT THE almost-completed P.T. Riau Andalan pulp mill, Sumatra sees its future, and is holding its breath that it works. When it starts up early next year, this $1.3 billion project outside Pekanbaru, one of the largest pulp-mills in the world, will employ 1,094 workers at a wage starting at 350,000 rupiahs ($160) a month. That is good pay in Indonesia, where the oft-flouted minimum is 3,750 rupiahs a day. The plan is to build paper mills alongside.
